Its a Diddymans Artifical left leg.They where manufactured for the Diddymen who where lost there legs in the Jam Butty mines of Knotty Ash.A rare find indeed Circa 1889

Well its a type of axe used for carving etc and is called an Adze!

I think it is an adze and it would have been used for shaping the Elm seats of Windsor chairs.
